Question:  The 1987 Montreal Protocol has been dubbed “the most successful environmental agreement in history”. Whereas the international community has been failing to negotiate and deliver a comprehensive agreement on climate change. Using one International Relations theory (realism, liberalism, or constructivism) please explain why it has been difficult to negotiate and deliver an international agreement addressing climate change.
