Discussion 9: Evaluating counterterrorism "effectiveness"
What does it mean for counterterrorism to be successful? Does it mean zero terrorism? Or maintaining terrorism at a manageable level? Should its emphasis be on stopping attacks only, or should it place greater value on preventing radicalization or eliminating the root causes of terrorism over the long term?
Relatedly, many counterterrorism strategies may be effective at degrading or eliminating terrorist groups, but they may also generate significant collateral damage (e.g. civilian trauma, suffering, and death, famine, damage to physical infrastructure and public health, etc). Can we consider such a strategy “successful”? In other words, is it important to maintain ethical standards when evaluating counterterrorism policy?
